Who were called the ‘Eastern Chalukyas’?

Answer : During the course of his military exploits Pulakeshin II set up his younger brother, Kubja Vishnuvardhan, as Viceroy of the newly conquered areas of Pistapura (roughly the Andhra country) in A.D. 631.

This was the beginning of the dynasty of the Eastern Chalukyas. Vishnuvardhan was succeeded by his son Jayasimha I who proclaimed independence and set up his capital at Vengi. Hence the Eastern Chalukyas were often referred to as the Chalukyas of Vengi.
